Use of Force Expert
Mr Paul Carmody is a retired police officer of 25 years and a police specialist expert witness whose areas of expertise include Use of Force, Self Defence and Police Procedure.
He has undertaken this role for the last five years and produced reports for Greater Manchester Police, several other police forces, the Police Federation, the Police Professional Standards Branch and the Independent Office for Police Conduct (IOPC). He has also produced a number of reports for independent agencies.
His work involves gathering evidence, analysing tactical decision-making and advising legal teams on best practices. He is qualified to give expert testimony in court, ensuring precise interpretation of police actions within legal contexts.
Mr Carmody provides objective, evidence-based analysis on force-related incidents, producing concise, impartial reports assessing the appropriateness, legality and effectiveness of force used in specific cases. He has given evidence at misconduct hearings as well as Crown Court proceedings.
Through Carmody Consultancy, Mr Carmody offers professional, structured evaluations to assist legal professionals, law enforcement agencies and private clients in navigating complex use-of-force cases.
Mr Carmody can act on behalf of either claimant or defendant or as a Single Joint Expert.
